Prime Minister Pushpa Kamal Dahal on Sunday instructed senior government officials to submit detailed plans with necessary budget to implement the programmes that he announced during his address in Parliament three weeks ago.At a meeting organised to review the progress in enacting his announcements, PM Dahal asked the secretaries from various ministries to divide the schemes into those whicha need fresh budgetary allocation, those requiring policy decisions and those calling for new legal provisions before proceeding with their implementation. “For the projects that need fresh budget, ministries have been told to submit details of the programme and the budget to the National Planning Commission and the Finance Ministry,” said Tankamani Sharma, secretary at the Prime Minister’s Office. For the programmes that need policy decisions, the ministries have been told to submit proposals to the Cabinet without delay. For the schemes requiring law amendment or fresh laws, the officials have been instructed to jump into action, according to Sharma.

The Naya Shakti Nepal, led by former Maoist ideologue Baburam Bhattarai, has proposed ending the row over the new constitution through an all-party mechanism. Submitting a memorandum to Home Minister Bimalendra Nidhi on Sunday, the party demanded the mechanism to work on implementation of the new constitution and for holding the local, provincial and general elections. Bhattarai and other political leaders have been raising doubts over the Maoist-Congress government’s commitment to holding the elections citing the sluggish preparations and a lack of progress in negotiation with the agitating parties. During the meeting with Nidhi, Naya Shakti leaders said that a mechanism incorporating all the political forces was necessary to resolve the issue. The memorandum asks the government to take a lead in addressing the grievances of the Madhes-based parties without delay. The party also submitted a memorandum to Prime Minister Pushpa Kamal Dahal through the District Administration Offices.

Three major political parties have made an agreement in principle regarding the restructuring of local bodies. A meeting of the major three parties held at official residence of the Prime Minister at Baluwatar forged the consensus in this regard. The meeting was held at the call of PM Pushpa Kamal Dahal on Sunday evening.The meeting reviewed the activities of the Local Body Restructuring Commission (LBRC), and agreed to urge the LBRC to restructure the local bodies based on the number and border of the old units, said Chief Political Advisor to Prime Minister, Chankrapani Khanal. “Agreement is made in principle to determine the number and border of the local bodies based on the structure of the past local units,” added Mr Khanal. Talking to media persons after the meeting, CPN (UML) Vice-Chairman Bhim Bahadur Rawal said that consensus was forged among three parties regarding the structure of local bodies. Rawal said, “We put our party’s views. We told that the CPN (UML) will be flexible if the government is in favour of holding local bodies election soon. Prime Minister has shown interest on holding the election soon, which we have taken positively.” He further said that the government would recommend the LBRC to make some changes in the criteria of local bodies as per the provision of the constitution. Present in the meeting were PM Dahal, Nepali Congress President Sher Bahadur Deuba and CPN (UML) leader Madhav Kumar Nepal, among others.

Over 40,000 goats have already arrived in the capital for the upcoming Dashain festival from Tibet and India, according to the Kathmandu Metropolitan City. These include mountain goats and sheep from Tibet and ordinary goats from India. Domestic production meets 70 per cent of the demand for goats during the Dashain festival, said KMC officials. Dhanapati Sapkota, chief of the Implementation and Enforcement Department at the KMC, said domestic goats are supplied at cheaper rates than the imported ones. He said the KMC would allocate open spaces for traders to sell their goats. The prices of the goats will not be fixed by the KMC.

Private Secretariat of Prime Minister Pushpa Kamal Dahal has expressed concern over the reports of the alleged meeting of PM Dahal with the main accused in Tikapur violence during former's recent India visit. The reports of the meeting between PM Dahal and the accused Resham Chaudhary during a reception organised by Indian business community during PM's visit came to the fore following the coverage of the reception by Nepali media. PM's press advisor Gobinda Acharya, however, clarified that PM was not scheduled to meet Chaudhary during the visit and it was unintentional. "It remains unknown that who and for what purpose would meet PM in public programmes. It is not appropriate to comment on the issue," he said, claiming that although PM gave Chaudhary a handshake, he (PM) had no talks with him. Speaking at a press meet organised to make public the decisions made by the CPN-UML in Province No 7 in Dhangadi, Rawal said, “The government cannot withdraw cases against perpetrators of violence in Tikapur in the name of Tarai agitation.” He argued that heinous crime could not go unpunished by giving it political colour. “Impunity cannot and should not be encouraged by withdrawing cases against the perpetrators of violence in the Tikapur incident,” Rawal added.

Ex Home Minister for Home Affairs and Foreign Minister Madhav Prasad Ghimire and two others have gone missing after his car plunged into Trishuli River on Sunday. Three persons* were killed in the mishap. Police said that Ghimire’s mother Chaitanya Kumari, Sub Inspector Ram Chandra Karki and Narayan Prasad Kafle were killed in the mishap, adding that former Minister Ghimire, Mohan Ghimire and Prakash Ghimire are still missing. According to Mugling Police, the car, Ba 9 Cha 1531, plunged into Trishuli River at Darechok-3, Ghoptebhir in Chitwan district at around 4:45 pm. Some seven persons were travelling in the car. They were returning to Kathmandu from Muktinath.

After the death of his mother, Oli’s grandmother Rammaya had brought him up. Prime Minister Oli’s childhood name was Dhruba. While enrolling in school, his parents changed his name to Khadga Prasad. A-53-year-old woman from Lele VDC of Lalitpur district, who was admitted to Sukraraj Tropical and Infectious Disease Hospital, has been tested positive for dengue virus. Doctors at the hospital said the woman admitted to the hospital for treatment of high fever tested positive for dengue. “We have sent blood samples to the National Public Health Laboratory for further confirmation,” Dr Sher Bahadur Pun, a virologist at STIDH, said. He informed that four other patients admitted to the hospital some three weeks ago, had also been tested positive for the disease. He, however, said that he was not aware about the origin of those patients. According to Dr Pun, the woman was suffering from high fever and complained of severe headache, joint and muscle pain and vomiting at the time she was brought to the hospital. “All her symptoms matched with those of dengue patients,” he said, adding that the infection was confirmed after laboratory examination. “I think this is the first dengue case detected in Kathmandu Valley this year,” Dr Pun claimed. He informed that the patient had returned home after medication. Last year too, over a dozen people in Kathmandu Valley were infected with the dengue virus. Health workers have warned of a dengue epidemic as several studies carried out by the Epidemiology and Disease Control Division under the Department of Health Services in the past has found significant numbers of Aedes-aegypti and Aedes-albopicitus mosquitoes that spread dengue and chikungunya in Kathmandu Valley. Mild to high fever, severe headache, pain in the eyes, muscles and and rashes are some of the symptoms of the disease.

After the agreement reached between Transport Entrepreneurs and Transport Management Department , people can now pre-book their tickets .
