KATHMANDU: As many as 26 Nepali Congress lawmakers on Friday expressed their reservation over the Local Body Restructuring Commission’s modus operandi on the collection of opinion and suggestions over the restructuring of Province No. 2 in the Capital. Issuing a five-point statement today, the lawmakers from Dhanusha, Mahottari, Udayapur, Morang, Saptari, Bara, Parsa, Sarlahi, Siraha, Chitwan and Rupandehi demanded that opinion and suggestions regarding local restructuring be collected from political parties, communities and people’s representatives in the respective districts. “We object to the fact that the Commission… has been inviting lawmakers from the districts in hotels of the centre (Capital) and receiving suggestions and permissions from them here,” they said. Meanwhile, the lawmakers also said service delivery should be considered at the centre while defining borders and numbers of local bodies.

There are many stories behind Lesbian, Gay, Bisexual, Transgender/Third Gender and Intersex (LGBTI) in Hinduism. Hindu society and culture perceive LGBTIs as good luck. For example, a newly born child or newly married couple in Hindu society gets blessed by LGBTIs that are believed to be an incarnation of god. Despite the existence of LGBTIs in the society, the identity and issues of LGBTI came forward officially only since 2001 in Nepal. Since 2006, Nepal is a secular state where LGBTI community represents diverse culture and religion. Interestingly, LGBTI people in Nepal have been successful to establish their identity and issues in private and public sphere and law, policies, plans and programmes within short period of time. Although the economic and social status of LGBTI is yet to be better, Nepal has been the most active country in South Asia towards the identity and issues of LGBTIs. It has taken a number of steps to address the issues of LGBTIs. The National Youth Policy, 2010 of Ministry of Youth and Sports in Nepal defined “youths as women, men and third genders of 16-40 age group”. By recognizing the identity of third genders, Nepal’s census-2011 included third genders in its survey form. The Supreme Court of Nepal through its verdict in 2007 introduced gender identity of third gender people as natural and urged the government to issue citizenship certificate to them as per their preferred gender identity. In addition, the 2008-2009 budgets of the government allocated some fund to ‘tesrolingi or ‘third sex’. The Three-Year National Human Rights Action Plan (2010-2013) of the government included some programmes and budget for them. The Election Commission for the first time recognized third genders in its new voters’ list in 1013.

A newborn baby girl is recovering in hospital after being found dumped inside a toilet in western Beijing. Residents discovered the baby – one of an estimated 10,000 children abandoned each year in China – trapped in a pipe under a lavatory after hearing her crying. “The baby’s head was pointing downwards and her whole body had already fallen into the drain. We could only see the baby’s feet from the side,” Qian Feng, the police officer who rescued the baby, told the Beijing Times. The Investigation Committee coordinated by former Inspector General of Police (IGP) Kuber Singh Rana has concluded that the jeep, driven by Ghimire himself, plunged into Trishuli River at Ghoptebhir in Chitwan district on September 25 while overtaking.The Kathmandu-bound jeep was coming from Mustang with the family members of Ghimire after concluding a religious trip. the report says the incident took place when Ghimire tried to overtake a truck. The report prepared by the Committee also established the fact that since Ghimire was driving himself, no other persons could be held accountable for it. Furthermore, the report persuades to acknowledge the event as a mere fateful accident. Submitting the report, Coordinator Rana explained, "The incident took place when the jeep driven by Madhav Prasad Ghimire was trying to overtake a truck and struck with another truck coming from the opposite direction."He added, "The jeep then lost its balance and fell into the Trishuli River."

Pushpa Kamal Dahal ‘Prachanda’, the first Prime Minister after the nation was declared a republic, was born on December 11, 1954 in Dhikurpokhari-2, Kaski. Son of Muktiram Dahal and Bhawani Dahal, ‘Prachanda’ holds a Bachelor’s Degree in Agriculture and Animal Science. Active since the past 42 years in Nepalese politics, ‘Prachanda’ spent some six years in teaching and also served at the USAID. He is contesting from Kathmandu-10 and Siraha-5 in the CA Election 2013. He began his political career in 1972 from Pushpal Group and formed Marxist Group in 1975 and later joined CPN (Fourth Convention) in 1978. With full-fledged membership of CPN (FC) in 1979, ‘Prachanda’ was elected as Chitwan District Committee member in 1980. He became Regional Bureau member in 1982 and general secretary of All Nepal Youth Association. In 1984, he became the president of the association, which was followed by some quick successive steps leading him to the party leadership. 1985, he was elected as central member of CPN (Masal)’s 5th General Convention. Shortly afterwards, he became the party’s politburo member. After the party split in 1986, ‘Prachanda’ sided with Mohan Baidya ‘Kiran’. While ‘Kiran’ led the party, the Sector Incident of 1989 forced the party chieftain to resign, making way for ‘Prachanda’ to lead the party in 1990 as general secretary. He is still the party head since then. He became the general secretary of CPN (Unity Center) in 1992 and general secretary of CPN (Maoist) in 1995. The 2nd General Convention of the CPN (Maoist) elected him as the party chairman in 2001 and has held the position since then to date even after the party was converted to UCPN-Maoist. ‘Prachanda’ led the armed revolution in 1996 and also became the supreme commander of the People’s Liberation Army. Ending his 25-year long underground life, ‘Prachanda’ became public at Baluwatar on June 16, 2006.

A liver transplantation has been conducted successfully for the first time in Nepal.An 8-hour-long successful surgery was carried out by a 14-member team led by Korean Dr Debhina Kohn at Human Organ Transplant Center in Bhaktapur on Wednesday.The operation began at 12 noon until 8pm, one of the doctors involved in the operation told Republica Online. Health Minister Gagan Thapa said that it is a great achievement in the field of Nepal’s health sector. He said, “Nepal has also proved that it can do transplantation.” The liver had been donated to patient Balaram Naga by his 42-year-old sister. The hospital has conducted the transplantation into Naga free of cost while it costs around Rs 6 million in a foreign country. The government had enacted Liver Transplantation Act only a week ago. However, the fee for liver transplantation has yet to be fixed. Preparations are underway to fix the liver transplantation fee at Rs 1.5 million to 2 million. The liver transplantation was successfully conducted in Nepal three months after Health Minister Gagan Thapa announced the plan for liver transplantation in Nepal.

Nepal government has stopped issuing labor permits to those migrant workers whose air tickets and visa fees are not borne by their employers. Following this, the Nepali embassy in Malaysia has implemented its zero-cost migration policy starting July 5th 2015.Nepalese Department of Foreign Labour Employment only issues permits to migrant workers whose applications are attached with letters by employers ready to pay for their air tickets and visa fees, which has been attested by the embassy in Malaysia.Nepali Labour Minister Tek Bahadur Gurung had earlier told Nepali Times that the zero-cost policy was to end exploitation of migrant workers.“Well-established employer companies are always ready to pay for migrant workers’ air tickets and visa fees. Only those companies that do not pay good salaries are not ready to provide these facilities, and we do not want them to hire our migrant workers.” he said.He also said that this move will stop the recruitment agents from “fleecing” the poor and helpless Nepalese migrant workers.

Locals in the western and mid-western regions of the country have continued their protests for the sixth consecutive day against the government's plan to revise the federal boundaries of Province 5. Local market places, government offices, industrial plants and schools remained closed in various hill districts as an indefinite strike continues. Corner meetings were also organized at various places in these districts which will be affected by the constitution amendment bill. ISLAMABAD, Dec. 7 (UPI) — A Pakistan International Airlines plane carrying 47 people from Chitral to Islamabad crashed Wednesday, aviation authorities said. The airline said Flight PK-661 was missing but did not confirm it crashed. Spokesman Daniyal Gilani said, “All resources are being mobilized to locate the aircraft.” The plane took off from Chitral, the capital of northern Pakistan’s Chitral district, around 3:30 p.m. Wednesday. Communication with the plane was lost at around 4:30 p.m., shortly before it was to arrive in Islamabad, the Civil Aviation Authority said. The authority said it received a distress call from the pilot. The search for the aircraft, a European-made ATR-24 twin-turboprop short-haul plane, focused on the city of Havelian. Eyewitnesses said they saw a plane crash in the hills near Havelian, as well as clouds of smoke rising from the site, Geo News reported.

They try to cover the girl’s head with a white scarf, symbolizing that she is ready to wed her kidnapper. After hours of struggle, around 84% of kidnapped women end up agreeing to the nuptials. The kidnapee’s parents often also pressure the girl, as once she has entered her kidnapper’s home she is considered to be no longer pure, making it shameful for her to return home. In order to avoid disgrace, many women tend to remain with their kidnappers.

The main opposition party, CPN (UML), obstructed the meeting of the Legislature-Parliament today also in protest against the constitution amendment bull registered in the parliament by the government. MPs from the CPN (UML) and other opposition parties stood from their seats in protest against the bill as soon as the meeting commenced at 1 pm today. The opposition parties have been impeding the parliament meetings from December 1, calling for withdrawing the constitution amendment bill. Speaker Onsari Gharti allotted time to the chairman of the Rastriya Janamorcha, Chitra Bahadur KC to speak immediately after the meeting was obstructed. Putting forth his views, KC said the House could not resume its business until the constitution amendment bill was retracted. He argued that the bill proposes amendment to the constitution on sensitive provisions as citizenship, language commission, delineation of provinces and representation in the National Assembly, in a way that it will spell trouble to nation, nationality and national integrity. "Wrong works have been done in the amendment bill like separating the hilly districts from the Province No 5 and constituting a language commission in a way to reviving the issue already settled in the past," he said. Reminding the parliament that he and his party had been telling throughout that federalism would put the country into trouble, he noted that it was also not a wise decision in the past to separate the Province 2 from the hills.
